Safety Requirements for Lithium-ion Batteries Calling for Public Comments – JAN, 2026

On January 28, 2026, the Science and Technology Department of the Ministry of Industry and Information Technology (MIIT) publicized the notice to call for comments on drafts of three national mandatory standards on safety requirements of lithium-ion cells and batteries. The call for comment period lasts from January 28 to March 28 of 2026.

Safety of lithium-ion cells and batteries used in electronic and electrical   equipment - Part 1: General requirements

It is applicable to lithium-ion cells and batteries for electrical and electronic equipment,   and sets out the general safety   requirements and test methods.
This document is the general  safety requirements for such equipment. On the basis of this document, other standards in the same series developed specific product standards for certain types of products with clear specific criteria and specifications that shall prevail.

Safety of lithium-ion cells and batteries used in electronic and electrical   equipment - Part 3: Electric tools

It is applicable to lithium-ion cells and batteries used in power tools in conventional fields, specifying  the safety requirements and test methods. For lithium-ion cells and   batteries used in power tools in special  fields such as medical care, mining, and underwater operations, additional   requirements may be imposed.

Safety of lithium-ion cells and batteries used in electronic and electrical   equipment - Part 5: household electric appliances

It applies to lithium-ion cells and   batteries for portable household appliances, setting out safety requirements. Examples  of portable household appliances within the scope of this document include:  portable personal cleaning and care appliances: such as electric   toothbrushes, shavers, hair clippers, skin grinders, etc. Other similar appliances: Such as lighting fixtures, adult   toys, purifiers, humidifiers, indoor environment (such as temperature and   humidity/formaldehyde/PM2.5) monitoring instruments, etc. There may be  additional requirements for lithium-ion cells or batteries used in portable household appliances in specific scenarios such as recreational vehicles, cruise ships, and aircraft

All standards are newly drafted ones that haven’t adopted any international standard, and the standard projects are approved in October of 2024 by the National Standardization Administration of China (SAC). Instead of any SAC TCs, MIIT directly organizes the formulation of the standard drafts and main drafters including the China Electronics Standardization Institutes (CESI) and some enterprises of relevant sectors and products.

Although not directly adopting any international or foreign standards, the technical requirements on environmental safety refers to some contents of the United Nations Manual of Tests and Criteria, Part III, Section 38.3 (UN 38.3) , and some functional safety requirements refers to standard series of IEC 62133 Secondary cells and batteries containing alkaline or other non-acid electrolytes - Safety requirements for portable sealed secondary cells, and for batteries made from them, for use in portable applications.   

Meanwhile, the three standards are harmonized and complemented with other currently effective national standards of China, including but not limited to:

- GB 31241-2022 Lithium ion cells and batteries used in portable electronic equipments—Safety technical specification

-  GB 40165-2021 Lithium ion cells and batteries used in stationary electronic equipments—Safety technical specification

-  GB 38031-2025 Electric vehicles traction battery safety requirements

-  GB 44240-2024 Secondary lithium cells and batteries used in electrical energy storage systems—Safety requirements 

Foreign stakeholders are advised to review the drafts and provide feedback if any, and closely keep up with future updates and progress.
