On January 20 and 21, 2026, SAC/TC 28/WG 34 (Quantum technology) held its first annual meeting of 2026 (hereinafter referred to as “the Meeting”), summarizing its 2025 work and planning the key tasks of 2026. The main organizers of the Meeting are SAC/TC 28 (Information technology) and the China Electronics Standardization Institute (CESI), which is also the organizing entity of the secretariat of TC28. More than 81 participants from 48 entities, covering universities, research institutes and enterprises of quantum technology, attended the Meeting.

On behalf of the WG, the vice president of CESI delivered the WG 2025 working summary. The participants and experts of the Meeting emphasized and defined quantum technology as one of the top priorities of the China future industries and the core of new quality productivity. In such context, TC 28/WG 34 continue to position itself as a national strategic scientific and technological force, go on strengthening strategic thinking and execution, improving the “four major systems” (theoretical system, technical system, product system, and standard system), promoting the implementation of the plan, while assisting in the implementation of the 15th Five-Year Plan and the goal to construct China into a science and technology power by 2035.
All task groups of the WG delivered their own 2025 working report, including basic task group, technical task group, application task group, product task group, and international standardization task group. The task groups also held their independent plenary meetings during the Meeting in accordance with the schedule, and the key works of the groups include:
- Basic task group: discussed the quantum information standard system and clarified the direction for further optimization.
- Technical task group: discussed the research report on quantum error mitigation and the standard proposal for quantum computing measurement and control software.
- Application task group: initiated the compilation of the research report on quantum EDA and discussed the standard proposal related to phased array antennas.
- Product task group: kick off the research report on superconducting quantum computer materials and discussed the standard proposal for quantum computers.
The key works of 2026 was set by the WG as: improve the standard system, deepen the research and development of core field standards, promote the application of standards, strengthen international exchanges and cooperation, and assist in the high-quality development of the quantum information industry.
Considering the significant role that information technologies play in the economic and social development of China, and the high importance that China has attached to in its national policies for quantum technologies, the research outcomes and standardization works of TC 28/WG 34 is worth noting and keep up with for relevant foreign stakeholders.

The Quantum Information Working Group (TC 28/WG 34) of the National Information Technology Standardization Technical Committee was established on October 30, 2023, and the secretariat is organized and managed by CESI. It is one of the most important entities that are in charge of the standardization research and relevant works of quantum technology in China besides the specific national technical committee SAC/TC578(Quantum Computing and Metrology)
Main objectives and works of the WG include: assist in constructing a systematic and technologically advanced quantum information standards system; improving the development of standards in key technologies, fundamental materials, and core electronic components; compiling the Quantum Information Technology Standardization Roadmap to provide long-term planning; conducting industrial research on foundational and application aspects, having already released achievements; and actively participating in international standardization activities to enhance global influence, thereby comprehensively promoting the high-quality development of the quantum technology sector.
