On September 24, 2026, the National Certification and Accreditation Administration of China (CNCA) issued Announcement No. 23 of 2026, publishing the second batch of designated certification bodies and laboratories for fuse-links and related product categories under the China Compulsory Certification (CCC) scheme (hereinafter referred to as “the Second Batch Decision”). The announcement was made public on September 29, 2026.
The Second Batch Decision supplements the first designation list announced by CNCA on June 22, 2026. The designation work supports China’s transition of 16 product types—including fuse-links, small-power motors, electric tools, welding machines and selected automotive safety components—from the CCC self-declaration scheme to third-party certification. Under the transition arrangement introduced earlier in 2026, designated certification bodies started accepting CCC applications for these products from July 1, while manufacturers are required to complete the conversion of existing self-declarations by December 31, 2026.
For certification bodies, the Second Batch Decision notably designates CVC Certification & Testing Co., Ltd. for four areas: fuse-links, small-power motors, electric tools and welding machines. Additional designations cover automotive safety belts, external lighting and light-signalling devices, seats and head restraints, retro-reflective markings and motor vehicle safety glass.
The designation of certification bodies for motor vehicle safety glass is particularly relevant. In the first batch announced in June, this sub-category remained vacant, leading CNCA to postpone acceptance of certification applications for motor vehicle safety glass until October 1, 2026. The Second Batch Decision now designates China Testing & Certification International Group Co., Ltd. (CTC) and CAERI Testing and Certification (Chongqing) Co., Ltd. for this field, addressing the earlier gap.
For designated laboratories, the new decision adds two laboratories for electric tools and one for welding machines, further expanding testing capacity for the new third-party CCC regime.
It is worth noting that the entry for motor vehicle indirect vision devices remains blank in the second-batch list. Foreign manufacturers and importers should therefore verify the designated certification body and laboratory available for their specific product category and continue monitoring further CNCA designation announcements.
